Project Overview:
HBG Flatiron
provided construction management services on State Highway
44, recently designated US 550, a $294 million highway improvement
project procured through an innovative method. The New Mexico
State Highway and Transportation Department contracted with
Koch Materials Company (the Developer) to finance, design
and construct the improvements (using CM with no self-performed
construction) and to provide an extended warranty.
Project
Features:
118 miles of highway widening and reconstruction (2 lanes
to 4 lanes) beginning at Bernalillo just north of Albuquerque
and continuing over the Continental Divide to the Four Corners
Four new precast I-beam and cast-in-place concrete bridges
and three existing bridge widenings
Extensive outreach and community coordination program as the
project extends through three counties; four Native American
tribal and pueblo lands; and private, city, Bureau of Land
Management and U.S. Forest Service land

Interesting Facts:
The project used innovative financing through the Federal
Highway Administration (FHWA). New Mexico issued bonds with
the sole source of repayment being future federal funds
HBG Flatiron created an innovative project delivery system
that gives new meaning to the phrase "fast track"
- the project was completed in 3.5 years (rather than 27 years
using the conventional transportation improvement program)
HBG Flatiron also implemented an innovative quality program
founded on the ISO 9000 model
The Developer (Koch Materials) offered a unique innovative
warranty program, one of the first in the U.S., that guarantees
the pavement for 20 years and the structures for 10 years
