

Project Overview:
HBG Flatiron,
managing partner of Palmetto Transportation Constructors,
is constructing a $250 million design-build project for the
Carolina Bays Parkway, in joint venture with Tidewater
Skanska. The contract includes design, right-of-way acquisition,
utility relocation and construction of a new limited access
highway. This 34 month project should be wrapping up by this
fall, with opening ceremonies scheduled for December, 2002
- eight months ahead of scedule. The new roadway will be named
SC31 (click
for map) and will run just northwest of the South Carolina
coast between Myrtle Beach and North Myrtle Beach.
Construction adjacent to environmentally sensitive coastal
marsh areas required 5 bridges to span associated marsh wetlands.
Protection of this fragile coastal marsh environment is a
high priority, and the team utilized "top down"
construction techniques to protect the area.

What's New?
The project was completed ahead of the original 34 month
completion date.
The grand opening is scheduled for December 17, 2002.

Project Features:
20 miles of a new 6-lane, limited access, divided highway
1.5-mile, four-lane Robert M. Grissom Parkway connector to
US 17 that includes a major bridge structure over the Intracoastal
Waterway
Five fully directional interchanges and 26 bridges
Federal Highway Administration Special Experimental Project
No. 14 (SEP-14) to test innovative contracting techniques
to improve the delivery of transportation
